Use it only for small icons and placeholders under ~10KB. Inlining saves an HTTP request and loads with your HTML/CSS, speeding up small images; large images bloat the file and slow first paint, so keep them as file references.
Base64 uses 4 characters for every 3 bytes, so a fixed ~33% growth is expected. That's why it suits small images that save a request, not large ones — the saved request doesn't offset the added size.
Copy the "CSS background" format to get background-image:url(data:image/png;base64,…) and paste it into your stylesheet — no separate image request needed.
Not on their own — they cache along with the HTML/CSS and invalidate whenever that file changes. Frequently reused images cache independently as file references, saving bandwidth.
